(Negerimu) adalah negeri yang baik dan (Tuhanmu) adalah Tuhan Yang Maha Pengampun”.

Sintesis untuk peradaban unggul

Negeri Saba’ (menempati wilayah yang dalam peta geografi modern sekarang adalah Yaman dan Oman) dikenal sebagai negeri yang makmur, menempati wilayah yang hijau dengan hasil pertanian  yang melimpah. Al Quran menyebutnya sebagai “Baldatun Toyyibaun wa Rabbun Ghofur”; negeri yang penuh kebaikan, kesejahteraan, damai, aman dan penuh ampunan Allah SWT. Kemakmuran ini tidak lepas dari awal kepemimpinan Ratu Bilqis yang kemudian berkoalisi dengan kerajaan maju Nabi Sulaiman pada sekitar tahun 900 sebelum Masehi sehingga menjadi kerajaan yang beriman dan bersyukur kepada Allah SWT. Ujud iman dan syukurnya adalah membangun peradaban terkemuka dengan teknologi maju untuk kesejahteraan masyarakat. Hal ini terlihat dengan penyelesaian pembangunan bendungan besar pada tahu 800-700 sebelum masehi yang dinamakan bendungan Ma’arib. Bendungan paling canggih di jaman kuno yang tercatat oleh sejarah. Sangat mungkin bahwa teknologi pembangunan bendungan tersebut disokong oleh para insinyur dari kerajaan nabi Sulaiman. Sebuah integrasi politik tingkat tinggi dengan melibatkan tokoh politik utama (Nabi Sulaiman dan Ratu Bilqis), teknokrat, birokrat serta pemanfaatan ilmu dan teknologi maju untuk kesejahteraan umat yang perlu dicontoh. Integrasi tanpa pamrih nafsu duniawi.

Dasar-dasar kemakmuran

Bendungan Ma’arib yang dibangun oleh negeri Saba’ berbentuk segitiga dengan panjang potongan sekitar 580 m, tinggi 16 m. Bendungan tersebut menampung jutaan kubik air dari beberapa aliran sungai di perbukitan Yaman  yang mengalir ketika musim hujan tiba. Dengan air sebanyak itu bendungan tersebut mampu mengairi wilayah hingga 101 km persegi yang mencakup wilayah downstream di wilayah utara (Ma’rib) dan selatan hingga menjadikan wilayah di situ sebagai tempat yang subur dipenuhi dengan tetumbuhan untuk pangan, buah dan obat-obatan. Wilayah itu dikenal sebagai Oasis subur di padang pasir.

Sejarah mencatat bahwa ketahanan pangan negeri Saba’ saat itu betul-betul kuat. Ketersediaan pangan negeri Saba’ tidak hanya melimpah, tetapi juga menjadi pengeksport utama hasil-hasil pertanian dan obat-obatan herbal. Kemajuan perdangan berbasis pertanian dan disertai komitmen pemerintahan yang kuat untuk kemakmuran rakyat membuat hegemoni pemerintahan yang kuat yang didukung oleh berbagai kelompok etnis/kerajaan seperti Aksum (di Etiopia), Qataban (di lembah bayhan, selatan Ma’rib), Hadramaut (di pesisir selatan), Minaean (di sebelah utara Ma’rib) dan beberapa etnis kecil. Wilayah-wilayah tersebut merupakan jalur perdagangan ramai, baik yang menuju ke timur (India dan Asia timur) maupun yang menuju ke utara, ke Mesir dan Syam/Palestina/Yerusalem (negeri Nabi Sulaiman dan keturunannya) serta ke utara menuju ke Persia dan Romawi.
Para pedagang negeri Saba adalah pedagang handal dengan penguasaan ilmu geografi yang baik. Bahkan seringkali mereka menjadi rujukan kerajaan dalam berbagai kebijakan. Sumber-sumber ekonomi dikelola dengan baik dengan mempertimbangan berbagai keseimbangan, termasuk lingkungan. Hal ini terlihat dengan kebijakan kerajaan untuk melakukan perawatan rutin terhadap bendungan Ma’rib. Mereka juga mengembangan teknologi untuk keunggulan komoditinya, seperti proses produksi obat-obat herbal (misalnya damar), pembuatan sutera, kain dsb. Komitmen pemerintah, peningkatan produksivitas pangan, penguatan keunggulan teknologi hasil pertanian, system perdagangan yang seimbang, serta hubungan harmonis masyarakat, telah mengantarkan negeri Saba memiliki ketahanan pangan yang kuat yang menciptakan keunggulan ekonomi dan kemakmuran masyarakat. Itu semua tentu berkat ajaran iman dan syukur dari para pemimpinnya. Syukur yang diwujudkan dengan kerja keras memanfaatkan ilmu dan teknologi secara optimal serta menjaga keadilan dalam penghargaan kepentingan antar manusia dan kelestarian alam.

Jalan Tol mengganggu keseimbangan

Pusat-pusat produksi di negeri Saba tidak terpusat pada satu wilayah, melainkan tersebar di berbagai bagian kerajaan. Wilayah Ma’rib (Saba) lebih banyak menghasilkan buah dan ternak, Qataban sebagai penghasil minyak atsiri untuk obat-obatan, termasuk unggulan penghasil kemenyan arab dan hadramaut sebagai penghasil sutra. Para pedagang melakukan perjalanan untuk berdagang dengan saling melewati wilayah-wilayah tersebut. Mereka sama-sama memiliki kepentingan untuk melancarkan perdagangan, khususnya ke wilayah luar dari negeri Saba’. Mereka juga menyadari bahwa keberhasilan mereka sangat dipengaruhi oleh eksistensi bendungan Marib sehingga mereka juga ikut dalam merawatnya.

Selama berabad-abad penduduk Saba’ hidup dalam kemajuan dan keharmonisan. Namun pada sekitar tahun 600 sebelum masehi konflik perdagangan mulai muncul. Beberapa pedagang yang kaya mengusulkan kepada kerajaan agar jalur perdagangan dijauhkan dengan membuat jalur khusus tanpa melewati jalur pendek antar negeri. Nampaknya raja mengijinkan dan jadilah jalur perdagangan yang jauh antara negeri Saba dengan negeri Syam (palestina) dan ke India. Dominasi pedagang besar mulai menguasai politik pemerintahan negeri Saba dan sayangnya didukung oleh kerajaan yang rupanya punya kepentingan untuk mempertahankan kekuasaan.
